This is the question we get most often from first-time commercial buyers. Residential spa installation and commercial spa construction are two different disciplines.

What Codes Does a Long Beach Commercial Spa Have to Meet?
Three big ones. We handle the coordination with your architect, engineer and the city so nothing gets missed.
Title 22 California public pool code. This is the big one. Title 22 covers spa size, turnover rates, chemistry, fencing, signage, depth markings, safety equipment and staff training requirements. Every commercial spa in California has to meet Title 22.
VGB (Virginia Graeme Baker Act) drain compliance. Federal law since 2008. Commercial spas must have anti-entrapment drain covers and either dual drains or an approved Safety Vacuum Release System. We install VGB-compliant drains on every new build and on drain retrofits for older HOA spas.
ADA access. Commercial spas open to the public (hotels, gyms, apartment amenities) generally need an ADA-compliant means of entry, typically a pool lift or a zero-depth entry. We spec, supply and install ADA lifts where required.
Long Beach Environmental Health plan check. Before construction starts, commercial spa drawings go to Long Beach Environmental Health (under the city Department of Health & Human Services) for public pool plan approval. We manage the submittal.

What Does the Commercial Spa Installation Process Look Like?
A commercial spa install runs 8 to 16 weeks from contract to first bather, depending on complexity. Here's the sequence.
We visit the property, measure the space, check the electrical and gas service, identify the access path for equipment and materials, and talk through the intended use.
Drawings for the vessel, the equipment pad, the plumbing rough-in, the electrical load, and the code compliance items (VGB drains, ADA access, signage).
Drawings go to Long Beach Environmental Health for public pool plan approval and to Long Beach Building & Safety for the construction permit.
Old spa removal if this is a replacement, excavation for new, bond beam prep.
Gunite or shotcrete shell, stainless steel fabrication, or fiberglass vessel placement depending on what was specced.

Can You Install a Rooftop or Elevated Commercial Spa?
Yes, with the right engineering. Rooftop spa installation is common on boutique Long Beach hotels and newer apartment buildings, and it's a different animal than a grade-level in-ground build.
The big constraints are weight, waterproofing, and access. A full rooftop spa (vessel + water + bathers) can weigh 20,000 pounds or more, so your structural engineer has to sign off on the load before we touch it. We usually spec stainless steel or fiberglass vessels on rooftops because they're lighter than gunite.
Waterproofing the deck matters just as much as the spa itself. We coordinate with the roofing trade so there's a proper waterproof membrane under and around the vessel, and so service access to the equipment pad doesn't compromise the roof.
